Eight Things Homers Must Understand

Over the years many issues have become evident in the Building Industry.  Eight of the most pressing issues are presented in this column.

The first issue is, Before Home Owners become engaged in the remodeling, addition or house moving exercise they must become apprises of the cost associated with getting a project underway.  We call this the upfront cost.  These are cost of money to conduct the engagement, pre-planning, design, approval cost.

The second issue Homeowners must understand is the city or county’s influence of how and in what manner their property can be modified.  These issues relate to Planning, Zoning and Building review and approval process.

Third Issues is the city or county Approval process.  The homeowner must come to grips with the issues of city or county oversight as it relates to Rules, Regulations and Ordinances.  This process can take as long as four months to three years to obtain approval, depending upon the current condition of the property, the skills and levels of competency of the Architect/Designers providing guidance to the homeowner during the planning process.

The fourth issue deals with the building validation area.  Generally, most jurisdictions have clearly prescribed guidelines that must be followed before a building permit can be issued to conduct any modification to their property.

The fifth issue centers around the concerns of the actual process and procedures for validating the building process itself.   This relates to the step-by-step process of demolition, remodeling, addition or house moving and getting proper inspections and sign off of work in progress and or correction of work in progress that may need revision or modification. 

The sixth concern is obtaining final sign off of work that has been accomplished either by the homeowner or contractor of record.  This may include additional sign off by, Special Inspectors, Public Utility Companies as well as the city or county jurisdictional authority.

The seventh issue is that of the tax consequences of the improvements that have been completed.  Generally, speaking the Tax assessors office will be making a second visit to your property to validate and record the improvements and establishing a new tax rate that the homeowner can expect on their next tax bill.

The eighth issue is that of understanding of the importance of safe guarding the loan(s) or the funds you have committed to accomplishing the remodeling, addition or house move.  This should include early on, identifying a mechanism or tool for insuring that funds allocated for the project will be used only for the purpose for which it is intended.
